Abstract
This chapter presents an overview of issues and challenges of managing cities in developing economies and answers the question to what extent does leadership matter. Using transformational and transactional leadership as theoretical framework, the chapter concludes that management of cities in developing countries would require strong, energetic, dynamic, visionary, charismatic, and skilled leadership. The chapter recommends transformational leadership practices in managing cities in the developing economies.
