Improving the Control of Municipal Solid Waste Management Processes in the Region

Abstract

The authors of the research aimed at elaborating measures to improve the control of municipal solid waste management processes in the region. The authors of the paper have used a comprehensive approach for the substantiation of measures. The researchers substantiated fundamental principles of the development of a territorial strategy for the municipal solid waste management. The strategy development system and the process management should be based on the business integration of stakeholders and take into account the application of mechanisms of the provision of economic incentives for separate collection. The authors have proved the expediency of creation and modernization of the municipal solid waste recycling system. There is a need to form a differentiated pricing policy for the removal of refuse and to grant tax benefits for the activity of a municipal solid waste management company. The strategy must take into account the development of motivators for the application of new technologies and mechanisms at all stages of municipal solid waste management, the application of public and private partnership mechanisms, fostering environmental culture of society, raising public awareness, development of new principles of producers’ liability for compliance with environmental requirements for safe disposal of products and packaging. Creation of a complex system for the collection, transportation, recycling and disposal of municipal solid waste within the territory will make it possible to: reduce environmental impact of waste, change the quality of life of population, introduce separate waste collection, increase the percentage of recovery of recoverable resources, set up new advanced waste recycling companies, build landfills that would meet the current technological horizon, increase the level of environmental culture of society, attract investment in the field of municipal solid waste management.
