Abstract
This chapter describes the uptake of the Healthy Life Years (HLY) indicator and the Global Activity Limitation Indicator (GALI) by the European Commission (EC) and Member States (MSs), with a focus on their contribution to policy making. Our starting point is in 2006, when Oortwijn et al. reviewed the landscape and concluded that monitoring healthy ageing policies using the HLY indicator was not then happening, or at least not on a widespread scale. We describe how this has changed, tracing developments in the use of the GALI and HLY indicators by the EC and MSs, listing the surveys that have used the GALI since 2005, reporting how the GALI and HLY are presented, exploring how HLY have been used to set targets for policy, and reflecting on the capacity to make use of these measures.
