Labour Migration Policy-Making in the EU

Abstract

This chapter examines the nature of political actors at the EU and the national levels in labour migration policy process. It shows that the process of numerous and complex in principle, as shown in chapter 6. Simplifying slightly this complexity, the seven chapter classifies the different actors. Broad themes that run through the chapter are the multi-faced nature of the European institutions and the member states’ involvement in migration policy process, and the role these actors play in this process. The chapter proceeds with two main sections. The first section outlines the role of actors in institutional influence on the labour migration policy-process, within which migration policies have been formulated. Such actors are categorized along four main dimensions: the Commission, the Council, the EP and the ECJ. The second section discusses the nature of the member states’ involvement in such process.
