Abstract
In the post-Maastricht EU governance, a complex coordination machinery has gradually become obvious. This is explained by a variety of policy-making patterns corresponding to a specific level of system of governance and distinctive bargaining mode, which is characterized by the predominance of specific actors involving in throughout policy process. For a plurality of political model, the EU is confronted with a dilemma of multilevel governance because of high degree of integration that is largely achieved. In these circumstances, a question arises as to how comprehensive and cohesive migration policy process, and actions can be achievable in the EU. This chapter examines the main characteristic of policy-making in the EU context. Firstly, the chapter looks at mode of governance, with the emergency of new actors in the policy-making mechanism and secondly evaluates the nature of the EU policy-making patterns. It shows that the process is numerous and complex.
