Abstract

Despite debates and controversies, Vichy cannot be considered as a Fascist State since many criteria defining Fascism are lacking. Pétain refused to create a sole Party, avoided to get France involved in a new war, hatred modernization and supported the Church. Vichy has nevertheless been more than a mere dictatorship and has been, at first, sustained by a huge part of the French.
