Abstract

As the most populous Muslim country, Indonesia presents great potential in terms of waqf assets and funds. This paper aims to evaluate waqf management as conducted by the Indonesia Waqf Board (BWI), in its role as the national coordinating institution of waqf managers in Indonesia. The research is conducted from the perspectives of five waqf experts and practitioners and employs the analytical network process (ANP) method. This study attempts to prioritize the elements in four SWOT clusters—opportunities, strengths, threats and weaknesses—and in a strategies cluster. According to the expert respondents, the priorities for each of the SWOT clusters respectively are the great potential of cash and land waqf, good cooperation with other related institutions, the problem of waqf managers (nazhir) and the lack of integration between BWI and other waqf institutions. The strategy priority for improving the development of waqf in Indonesia is cooperation and collaboration among parties. This study is expected to reveal the prioritization of internal and external factors for BWI, and the strategies needed to improve waqf development in Indonesia.
