Abstract

This chapter is the introductory chapter of the book and presents its content. Addressed topics include the dramatic situation of crime and violence facing Latin Americans in the twenty-first century, the influence that guns have on the public security crisis and how states try to respond to the problematic. Furthermore, the chapter familiarizes the reader with the study area known as ‘policy studies’, with the empirical cases under review—the Brazilian Disarmament Statute of 2003 and the Uruguayan Responsible Firearm Ownership Law of 2014—and with the theoretical framework that guides their analysis: the Multiple Streams Framework. The chapter ends with a discussion over the methodological approach that guides the research, including research objectives, method, and structure.
