Abstract
The paper aims at finding the optimal ratio between resource and non-resource development factors, and identifying the most efficient scopes and forms of cooperation between mineral resource and non-resource sectors of the economy. The coal industry of Russia is extremely dependent on external conditions: the main limitation for further growth is not the shortage of coal reserves or production capacity, but the capacity of the external market and the cost of production and transportation. In particular, basing on the theory of value chains, the authors attempt to explain the problems and foresee the trends of coal industry development as well as to identify the promising vectors in searching the ways to diversify the economy of Kemerovo Region. Dynamic development of the economy of the Kemerovo region requires the formation of an effective innovation system with the creation of development blocks.
