Abstract
This chapter summarises the main findings of the previous chapters regarding the ideology, cooperation and fusion of actors of transnational organised crime and international Jihadism. This illustrates what is actually “new” about new terrorism, be it the use of the Internet and other technological means or matters of strategy and tactics. As a first step, the scientific research and analysis of the academia (political science, international relations, law, ethnological or regional sciences, economics, etc.) and the security policy analysis by the security authorities and ministries/departments responsible have to intensify their awareness for the identification of forms of new terrorism in the future. As a second step, measures should be taken as soon as possible in order to deter new terrorism’s threats. Legislative changes and changes in security architecture have to be initiated to adapt to these historical new threats and forestall them.
