    To outsource or not is for the ITODSM neutral, what for a contracted advisor of ITO, who might have the interest to be involved in a planned ITO, might not be unbiased. The developed tool is conservative; if the created value by outsourcing IT is low, the given advice will be to minimize the risks, in this case, not to outsource. This view is based on the transaction cost theory (Williamson 1985), if possible, risks should be avoided.

    In a study published in 2017 and entitled “Review of 23 Years of Empirical Research on Information Technology Outsourcing Decisions and Outcomes”, that is including 1170 empirical examinations, Lacity et al. (2017) presents most of the ITO relationship important factors that we have also identified in our research.
