Abstract
Johanson deals with the internal aspects of strategy formation. Within public agencies, the importance of resources comes to fore. In many cases, the resources comprise of knowledge and skills of the employees rather than physical or financial assets. The accumulation of knowledge assets usually takes a long time. There is more demand for dynamic capabilities within organisations, which would enable adaptation to quickly changing circumstances.
