Abstract

This chapter lays out the civil vision of the European Commission officials, that is the building of Civil Europe and the facilitation of a European civil consciousness. It shows how this civil vision of Europe is expressed by the Commission officials in their political speeches and how the Commission officials went about attempting to concretely realise Civil Europe through a series of civil initiatives in the areas of education, culture and the media—areas they ultimately didn’t have formal competencies for.
