Abstract

This chapter considers the case of the city of Liverpool in the UK both in adopting the Creativity Agenda and in assisting its development. It looks into the benefits associated with the European Capital of Culture programme, hosted by Liverpool in 2008, and the way in which evidence is presented relating to Liverpool’s success, leading to the establishment of a national City of Culture competition in the UK. The relative limitations of such an award in addressing wider social challenges are also considered, alongside the increasingly conventional nature of ‘creative’ approaches.
