Abstract
van Boven’s personal interest in national protection systems, a theme that has featured since the beginning of the human rights movement at the UN, led to the development of international standards—the Paris Principles—on the development of national human rights institutions. In pursuing these goals van Boven championed the participation of NGOs in this process and in national protection systems.
