The Permanent International Association of Road Congresses was established on 27 April 1909 as a no-profit association following the first international congress on the road that was held in Paris in 1908, under the patronage of the French government. The association counts 142 member countries, and AIPCR has been present as a consultant in the economic and social committee of the United Nations Organisation (www.piarc.org/fr/) since 1970.

The Organisation for Economic Co-operation and Development is an intergovernmental economic organisation with 35 member countries, founded in 1960 to stimulate economic progress and world trade (www.oecd.org).
