Abstract

To achieve effective territorial integration within the European Union, it is crucial that an appropriate transportation policy is implemented. Various regulations have been approved in order to guarantee the right of all European citizens to freedom of movement within the area of the Community. Disabled passengers and persons with reduced mobility (PRM) deserve special consideration in the Regulations, to guarantee that they can exercise their right of movement. However, it is difficult to give a unified concept of passenger that is applicable to all the different means of transport. So far, the Regulations have aimed to recognize general catalogues of rights for passengers by air, sea or land. Currently, there is a tendency to unify these rights by disregarding the particular vehicle that is used. Besides that, new phenomena such as the transport-sharing economy are changing the pillars of transportation and, in consequence, affecting the very concept of a passenger.
