Abstract
To achieve effective territorial integration within the European Union, it is crucial that an appropriate transportation policy is implemented. Various regulations have been approved in order to guarantee the right of all European citizens to freedom of movement within the area of the Community. Disabled passengers and persons with reduced mobility (PRM) deserve special consideration in the Regulations, to guarantee that they can exercise their right of movement. However, it is difficult to give a unified concept of passenger that is applicable to all the different means of transport. So far, the Regulations have aimed to recognize general catalogues of rights for passengers by air, sea or land. Currently, there is a tendency to unify these rights by disregarding the particular vehicle that is used. Besides that, new phenomena such as the transport-sharing economy are changing the pillars of transportation and, in consequence, affecting the very concept of a passenger.

Notes
- 1.
For example, until Council Regulation (EC) No 1/2003 of 16 December 2002 on the implementation of the rules on competition laid down in Articles 81 and 82 of the Treaty, air transport had its own competition rules. Consider, for instance, Council Regulations (EEC) No 3975/87 and 3976/87.

At the time this chapter is being written, there is a Proposal for a new Regulation that will recast the rights and obligations of rail passengers. See COM/2007/0548 final – 2017/0237 (COD).
