Abstract
The discussion to this point has focused on characteristics of the criminal population. Questions about rates of offending, offense specialization, likelihood of arrest, and the like have been paramount. All this is intrinsically interesting, and these findings may by themselves suggest lines for further work. The point of learning about the world is to change it, however, and it is to questions of criminal justice effectiveness that we now turn.
