Abstract
Researchers Jonas Hokkanen and Pekka Salminen have applied outranking ELECTRE methods to a series of solid waste management systems in Finland. Their work demonstrates some of the factors involved in this ecologically important decision and some of the issues involved in public decision making for these hard issues. They also demonstrate the use of a variety of versions of the ELECTRE method, and argue the conditions under which each outranking model is appropriate.
