Does the German Real Estate Industry Need a Code of Conduct to Support the Implementation of Ethics?

Abstract

This examination of deficiencies of an ethical nature in the German real estate industry offers examples of unethical practices. Based on the prisoner’s dilemma, paradigm, the author identifies the lack of a system of mutual expectations in the German real estate industry as a reason for breaches of ethical behavior. The development of a binding system of rules and regulations— a code of conduct—is therefore suggested as a suitable solution for abolishing these deficiencies. In pursuing this solution, the author discusses existing codes of conduct in Germany and in Great Britain and concludes that there is a need to develop and enforce a binding system of rules and regulations in the German real estate industry.
