Abstract
This review is based on the discussion of two international symposia in Köln/Cologne 1976 and 1978 and our own experience. It will be understood that only a few problems of the discussion can be pointed out, particularly since the proceedings of both symposia are extensively published with Springer, Heidelberg-New York 1977/ 1979,1,2 and summarized later.3
