Abstract

‘Down to the sea’ (xiahai), or taking on money-oriented commercial activities, has become a fashionable term in China. One of the largest institutions, the People’s Liberation Army (PLA), 3-million strong, is following the trend towards frantic commercial activity which is proliferating all over China.

I am grateful to Robert Benewick, Gordon White, Adrian Wood and Robin Luckham in the preparation of this chapter. The interpretations and any errors of fact are, of course, my own responsibility.
