Diagnostics of innovative development of Siberia

Abstract

The paper exposes methods for diagnostic of the innovative process of a region. The results of factor, regression, and cluster analyses of the indicators of science and innovations made it possible to detect significant factors for the national and Siberian innovative profiles for 2007 and 2010. For regions of Siberia, the significant factors are investments in human capital and efficiency, investments in technological innovations, and innovative activity. The effect of these factors on the GRP growth in Siberian regions was analyzed for different periods. The coefficients of the equations have been interpreted, positive dependence of the GRP growth on promising investment in science and technological innovations is shown, and recommendations in the field of the innovation policy are given. The cluster analysis has shown that the regions of Siberia can be grouped into three clusters, with Novosibirsk oblast as the innovative leader, and small regions constituting special clusters.
