*Galina Hale is a Research Advisor at the Federal Reserve Bank of San Francisco where she conducts research in international banking and finance and contributes to bank supervision and stress testing. Born in Russia, she received her Ph.D. from UC Berkeley and taught at Yale and Stanford prior to her career at the Federal Reserve. Jakob de Haan is Head of Research of De Nederlandsche Bank and Professor of Political Economy at the University of Groningen, The Netherlands. Katheryn Russ is an Associate Professor of Economics specializing in international macroeconomics and trade at the University of California, Davis. She is a Research Associate at the National Bureau of Economic Research and has held visiting positions at central banks in the United States and Europe. She currently is on leave to work as a Senior Economist for the Council of Economic Advisers (CEA). The authors are grateful to the editors of the IMF Economic Review, especially Pierre-Olivier Gourinchas, for enthusiastic support of this project.
