The political complexities of implementing structural changes are beyond the scope of this discussion but should be undertaken if progress is to be forthcoming.
The Washington Post could not obtain the names of 21% of police officers involved in fatal shootings for 2015 and could not get the names of 72% of officers involved in shootings for 2016. Ongoing investigations for 2016 may have caused this disparity.
