The policy assumptions may vary within a SSP. Therefore, it can be defined as an additional axis within the framework. Shared policy reference assumptions (SPAs) to characterize the policy context are discussed in Kriegler et al. (Submitted for publication in this special issue). Examples of such SPAs are assumptions on mitigation policy (e.g. uniform carbon price versus detailed regulation) and adaptation policy (e.g. the level of international cooperation).
