Abstract

The German Green Party seeks to “overcome Hartz IV” with a guaranteed income. It should be higher than the current unemployment benefit II (Arbeitslosengeld II) and be dependant on income, assets and needs, but should otherwise be unconditional. Sanctions no longer exist. Active employment policy and minimum income policy are strictly separated in this concept. One danger is that the job centres lose contact with people in precarious situations. The Green Party leader, Robert Habeck, puts the cost at 30 billion euros, which is clearly an underestimation. Effects on the labour market would have to be taken into account, and financing the cost of living for students would also become a public responsibility. In the long-term, Habeck proposes that entitlement to the guaranteed income be independent of a partner’s income. This would be a radical and costly break in the system.
