Zusammenfassung

Obwohl der konjunkturelle Aufschwung in Österreich die heimische Rohstoffproduktion ankurbelt, darf man nicht darüber hinwegsehen, dass Österreich bei Metallen und fossilen Energieträgern in hohem Maße importabhängig ist. Vor allem ist der Bedarf an mineralischen Rohstoffen für die Energiewende und die High Technologies rasant im Steigen. Um möglichen Versorgungsengpässen entgegenzusteuern, ist eine vorausschauende und nachhaltige Mineralrohstoffpolitik von Nöten. Der Aufwärtstrend der Weltbergbauproduktion in den Jahren nach der Weltwirtschaftskrise 2008 ist signifikant, jedoch flacht dieser Trend in den Jahren 2014 und 2015 ab und zeigt mit rund 17,3 Mrd. Tonnen ein Allzeithoch in der Mineralrohstoffproduktion. Im Jahr 2016 geht die weltweite Bergbauproduktion erstmals seit 2009 mit −2,2 % auf rund 16,9 Mrd. Tonnen zurück. Im Jahr 2016 ist ebenfalls erstmals ein deutlicher Rückgang der mineralischen Rohstoffproduktion in China durch die Reduzierung der Kohleförderung zu verzeichnen. Die Produktion von mineralischen Rohstoffen in Europa und der Europäischen Union geht über Jahrzehnte stetig zurück. Die von der Europäischen Kommission entwickelten Programme sollen daher die primäre und sekundäre Produktion von mineralischen Rohstoffen in Europa fördern.

Abstract

Although the economic upswing in Austria is boosting domestic raw material production, we cannot ignore the fact that Austria is highly dependent on imports of metals and fossil fuels. Above all, the demand for mineral raw materials for the energy system transformation and high technologies is increasing rapidly. In order to counteract possible supply bottlenecks, a forward-looking and sustainable mineral resources policy is necessary. Although the upward trend in world mining production in the years following the global economic crisis in 2008 is remarkable, this upward trend flattens out in 2014 and 2015, reaching an all-time high in mineral raw material production of around 17.3 billion tonnes. In 2016, global mining production falls by −2.2% to around 16.9 billion tonnes for the first time since 2009. In 2016, in China for the first time there is a significant decline in mineral raw material production as a result of the reduction in coal production. The production of mineral raw materials in Europe and the European Union has been declining steadily for decades. The programmes developed by the European Commission are therefore intended to promote primary and secondary production of mineral raw materials in Europe.
