Samenvatting

De PIJ-maatregel (jeugd-tbs) die rechters aan jonge delinquenten opleggen, blijkt niet goed te werken. Maar liefst 68 procent van de jongeren recidiveert, terwijl dit bij volwassen tbs’ers maar twintig procent is. Op de vijfde zittingsdag van het parlementaire onderzoek naar tbs werden de jongeren ‘de tbs’ers van de toekomst’ genoemd.
