Lest the title of this article be a source of misunderstanding, let me say at the outset that this essay makes no pretense of seeking to portray comprehensively the attitudes of Indians and Pakistanis. As a view from the region, it is an American’s observational perspective, hopefully one that is sensitive to views in the region, but concerned primarily with the possibilities for U.S. policy.
