Ľarticle tout ďabord passe en revue quelques méthodes usuelles de détermination des prix ďaccès. Il fournit ensuite un cadre conceptuel permettant ďévaluer ces différentes méthodes et de réfléchir à des améliorations. Il est démontré que les charges ďaccès optimales sont discriminantes, leur lien avec les règles du coût ďopportunité est étudié, et la mise en œuvre des règles optimales est discutée. Enfin, quand le nombre de préoccupations auxquelles fait face le réglementeur augmente (contournement, pouvoir de marché des utilisateurs ďaccès, etc.), de nouveaux instruments sont nécessaires si ľon ne veut pas forcer les charges ďaccès à refléter les objectifs contradictoires.
abstract
The paper first reviews some common approaches to setting interconnection charges. It then develops a framework in order to assess these policies and to suggest improvements. The optimal interconnection charges are shown to be discriminatory, and may or may not obey the opportunity cost rule. Their implementation is discussed. Last, the paper shows that, when the number of regulatory targets increases (prevent inefficient bypass of the essential facility, offset users’ market power, etc.), further regulatory instruments are needed if one does not want the interconnection charges to be jack-of-all-trades and masters of none.
