Conclusion

Policy planning as presented is not deeper involvement in the operations of a program; indeed, many boards are too deeply involved now. Policy planning does require a change in the style of administration: its emphasis is less on day-to-day control and more on policy guidance, monitoring staff conformance to policy, and performance auditing and evaluation.
