Zusammenfassung
In Itaipu am Rio Paraná bauen Brasilien und Paraguay das weltgrfößte Wasserkraftwerk mit der siebenfachen Leistung von AssusAN. Ein ökologisches Informationssystem soil bedrohtiche-Umweltzustände frühzeifig melden. Mit der Entwicklung und Implementierung diesesÖkologischen Warnsystems wurde im Jahre 1978 die Forstliche Fakultät der brasilianischen Universität Curitiba/Paraná beauftragt, die zu der Zeit im Rahmen der Entwicklungshilfe Partnerschaftsuniversität der Universität Freibung i. Br./Deutschland war. Mit dem EDV-gestützten Warnsystem wurden vier Ziele verfolgt:

Im ersten Schritt wurden die vorhandenen Inventurdaten aus den Sachgebieten Boden, Topographie, Vegetation und Wasser yon Expertengruppen nach deren Risikograd (0 - 4) und ökologischem Gewicht (1 - 10) eingeschätzt. Das Produkt aus diesen Bewertungen zeigt das ökologische Defizit an (0 - 40).
Bei einem Schwellenwert yon 30 signalisiert das Informationssystem automatlsch ökologischenAlarm und gibt iiber EDV-Landkarten und Tabellen den Gefahrenherd an. Aus-gewälte MeBstellen liefern periodisch die benötigten Urdaten.
Die Quantifizierung ökologischer Sachverhalte versetzt auch ökologisch nicht vorgebildete Entscheidungsträger von Itaipu in die Lage, Gefahren zu erkennen, zu vermeiden oder abzubauen.
Die begonnene Datenbank sollte parallel zu der Entwicklung im Raum Itaipu: aufge-stockt werden. Mit Hiife der Faktorenanatyse können Wirkzusarnmenhänge in diesem noch wenig erforschten, äuBerst komplexen Stausee-System aufgespfirt werden.

At Itaipu, on the Rio Paraná, Brazil and Paraguay are constructing the world's largest hydro-electric power plant with a capacity seven times as high as that of AssuAn information system is intended to give fair warning in case of threatening ecological conditions. In 1978, the Faculty of Foresty at Curitiba University (Brazil), at that time Iinked in partnership with the University of Freiburg i. Br. as part of the German development assistance programme, was asked to develop and implement thisecological alarm system. The computer-supported alarm system had four objectives:

In a first step the available inventory data concerning soil, topography, vegetation and water were evaluated by expert groups according to their risk grade (0 - 4) and ecological weight (1 - 10). The product of these evaluations indicates the ecological deficit (0 - 40). At a threshold value of 30, the information system automatically signalizes ecologicalalarm and locates the centre of danger via computer-plotted maps and tables. The necessary data are supplied periodically by selected measurement stations.
Quantification of ecological facts enables the persons who are responsible for decisions at Itaipu, to recognize, avoid, or deminish elements of danger ever, if they have little or no ecological knowledge.
The file of data that has been compiled so far should be extended parallel with the development in the Itaipupu area. With the help of factor analysis connections of cause and effect can be detected in this extremely complex reservoir system which has hardly been explored yet.
