High-field experiments on the relaxation between19F in small Teflon spheres and3He on the surface are reported. With3He as a monolayer, coupling times are found to be less than 5 sec, in magnetic fields up to 3 T and temperatures down to 50 mK, where electronic centers are completely polarized. The results between 200 and 300 mK and for three magnetic fields fit a coupling model involving an unusually large exchange interaction in the monolayer. With liquid3He we obtain a linear dependence of the3He relaxation time upon both field and temperature.
