Zusammenfassung

Ist das Europäische Parlament (EP) nur ein demokratisches Feigenblatt, oder wird es der Bezeichnung als bedeutender Akteur im institutionellen Gefüge gerecht? Zentrale Fragestellung bei der Untersuchung dieses EU-Organs ist daher, inwieweit es wirklich in den vergangenen Jahrzehnten sowohl laut Vertragstext als auch in der Praxis die Aufgaben einer Legislative und Haushaltsbehörde übernommen hat. Bei Wahlfunktionen hat das EP seine Macht 2014 durch den Einsatz von Spitzenkandidaten ausgebaut. Zu diskutieren ist insbesondere inwieweit die Wahlen – häufig als Sekundärwahlen bezeichnet – eine ausreichende Legitimitätsbasis darstellen. Die Regeln zur Beschlussfassung im EP stärken diese Basis durch Abstimmungsmuster und Große Koalition. Die Binnenstruktur – insbesondere geprägt durch die politischen Fraktionen und die Fachausschüsse – erinnert an den Aufbau von nationalen Parlamenten, wobei sowohl die internen Beschlussmodalitäten als auch die Koalitionsmuster eine beträchtliche Variationsbreite aufweisen.
