Abstract

With the deepening of the urbanization process in China, the construction of public engineering also develop rapidly, public engineering has non-competitive and non-exclusive characteristics, the core of its decision-making is value thinking. Based on the philosophy of value and stakeholder theory, this paper firstly defines the core stakeholders of public works, using VBS method to analyze the value demands of key stakeholders, building core value system of public engineering, and using structure entropy method to determine the index weight, finally the paper study the core value system evaluation by Planguage method. The objective of the paper is to provide reference for the investment decisions theoretical and empirical studies of public engineering.
