Dieses Kapitel beschäftigt sich mit möglichen Herausforderungen und Barrieren, die im Kontext von Monitoring und Evaluationen in Veränderungsprojekten auftreten können. Deren mögliches Auftreten muss sich nicht auf eine Phase beschränken. Sie können durchaus in mehreren Phasen auftreten. Dennoch werden sie in diesem Kapitel derjenigen Phase zugeordnet, in der deren Auftreten am wahrscheinlichsten erscheint.
